111.14 FORM OF QUESTIONS; VOTING.
   All questions shall be put in this form: as many as are of the opinion (as the case may be) say "ayes", contrary "noes" and, in doubtful cases, or when an affirmative vote of more than a mere majority of the members present is necessary to carry the proposition, or upon the demand of any one member, the "ayes" and "noes" shall be taken and recorded on any question before Council; but such call shall not preclude amendments before the main question is put.
