The standards of purity of water and ice shall be as follows:
(a) Bacteriological. All samples shall be examined by the standard methods of the American Public Health Association.
(b) Chemical. Any sample on chemical analysis showing presence of undesirable constituents at the judgment of the Health Officer shall be condemned as unfit for domestic and drinking purposes.
