When any well or spring is within 150 feet of a privy vault, or when the City-County Health Department is satisfied that the water of any well or spring is detrimental to health, the City-County Health Department may order the use thereof to be abandoned and the well filled up at the expense of the owner. In case of driven wells the pipe shall be withdrawn or sealed.
