Every motion or proposition shall be reduced to writing if the presiding officer or any member requires it, but while the motion or proposition is being reduced to writing, other business may be proceeded with. On such writing being handed to the Clerk, the motion or proposition shall be disposed of as soon as convenient, at the discretion of the presiding officer.
