The City-County Health Officer is authorized and empowered to order the owner, tenant, occupant or person in control of any private property within the City or the agent of such owner or other person to properly dispose of litter located on such owner's property which is dangerous to public health, safety or welfare. Such order shall be sent by registered or certified mail, addressed to the owner, tenant, occupant or person in control at his last known address.
