(a) The City of Wheeling Water Department shall calculate the applicable surcharge to be charged to those persons whose property is served by fire hydrants on public fire protection systems located outside of the corporate limits by taking the total annual cost under the applicable tariff rate, including any arrearages, of those fire hydrants within a designated geographical area and dividing such total cost by the number of households or businesses located within such area. The individual cost shall be billed in equal monthly installments and shall be due and payable in accordance with the terms set forth on such billing.
(b) The Water Department shall annually review the information used to calculate the above individual surcharge for those designated areas outside of the corporate limits.
