No person shall accumulate or store garbage or designated recyclable material for collection, in any receptacle other than a standard container as defined and provided in this article, or accumulate or store rubbish for collection otherwise than in accordance with the requirements of this article. No person shall accumulate or store garbage, rubbish, other refuse or designated recyclable material, or permit such storage or accumulation, except for collection and in the manner required by this article, on any premises occupied by him or under his control.
