The facilities of the Water Division shall be used for the purpose of billing such regular users of the services authorized under this article who are consumers of water in the City, by adding the monthly charges for such services to the respective water bills for such consumers. If more than one family unit consumes water under one billing, an additional monthly charge as set forth in the rates per Section 925.06 will be added to such bill for each additional family unit receiving such garbage, rubbish and designated recyclable material services.
