925.10 ABNORMAL REQUIREMENTS JUSTIFYING SPECIAL HANDLING.
   The City shall have the right to deny standard service, as prescribed by the rates and collection time schedules established pursuant to this article, to any person whose requirements are sufficiently abnormal or different, in the opinion of the Director of Public Works, to justify special handling, as, for example, where buildings or premises are not readily accessible to collectors. In such cases, a special charge shall be made and assessed by the City Manager.
