No person shall discharge, pump, throw, drop or otherwise empty into any manhole or other opening of the sanitary sewer system of the City any refuse, rubbish, garbage, waste material, septic tank refuse or septic tank waste, or any other foreign matter in a liquid or solid form, without first obtaining a permit from the Division of Water Pollution Control.
