All users of the sewer system shall grant or cause to be granted, as required, to the Division of Water Pollution Control without cost all rights, easements, permits and privileges which are necessary for the rendering of sewer service. Duly authorized employees of the City or the Division shall have access at all reasonable hours to the premises of all users for the purpose of installing or removing any of the sewer system's property, examining pipes or fixtures, making inspections, or for any purpose incidental to the rendering of sewer service.
