913.07 STANDARDS.
   (a)    The grantee shall operate and maintain its cable television system in full compliance with the standards set forth by the Federal Communications Commission (FCC).
 
   (b)   The grantee shall have no obligation to construct or extend the system, or to provide, repair, replace, maintain or operate CATV service, for any cause beyond the grantee's control, including, without limitation, acts of God, fire, flood, earthquakes, hurricane, unavoidable casualty, extraordinary delays in transportation, strikes, lockouts, picketing, boycotts, embargoes, government orders or other requirements, acts of civil or military authorities, governmental restrictions, regulations or controls, enemy or hostile governmental action, civil commotion and energy conditions including weather conditions incompatible with good quality workmanship. However, the grantee shall make every effort to provide service in such an event.
 
   (c)   The grantee shall, in the event of a continuous loss of cable service caused by the grantee for a time longer than twenty-four hours, or in the event of a continuous loss of cable service due to an act of God or other interruption beyond the control of the grantee for a time longer than forty-eight hours, honor the requests for credit proportionate to time such subscriber was without cable service.
 
   (d)   The grantee shall:
      (1)   Correct the malfunction promptly, but in no event later than twenty-four hours after occurrence;
      (2)   Answer complaints by subscribers;
      (3)   Precede planned interruptions of service, insofar as possible, by notice given to subscribers twenty-four hours in advance; such interruptions shall occur during periods of minimum use of the system;
      (4)   Maintain an office in the City, which office shall be open during all usual business hours, with its telephone listed in directories of the telephone company serving the City; the office shall be operated so that complaints and requests for repairs or adjustments may be received at any time, day or night, seven days a week; and provide notice of such office and the grantee's complaint procedure to each subscriber at the time of initial subscription to the system.
