The operation of television transmission systems shall be the sole responsibility of the grantee of a permit insofar as rendering safe and satisfactory service to their customers. All complaints of interference occurring between grantees of permits for the operation of television trasmission systems shall be remedied. If no satisfactory or amicable agreement can be reached in eliminating the interference problem, the City Clerk, upon recommendation of the Building Inspector, shall forward a request to the Federal Communications Commission, asking that they make a complete investigation of the condition existing, and requesting that they take the necessary steps to eliminate the trouble.
