905.05 EFFECT OF RULES AND REGULATIONS; INTERPRETATION.

Such rules and regulations, when approved by Council, shall have the force and effect of an ordinance. In case of any question concerning the interpretation of any such rule or regulation, the decision of the City Manager shall be final.
