905.04 SUBMISSION OF RULES TO COUNCIL; APPROVAL OR REJECTION.

The City Manager shall submit such rules and regulations to Council and Council may amend, supplement or reject any such rules or regulations. Any rule or regulation which is not acted upon by Council within twenty days from the date of its submission shall be deemed to be approved by Council.
