Whenever any special construction is required in the sidewalk space, such as chute covers, openings, special vault lights, or any other construction, either in or under the sidewalk space, the same shall be approved by the Director of Public Works both as to material and the method of construction. The approval of the Director for such special construction shall be written on the permit issued for such work.
