All sidewalks, curbs, driveways and gutters constructed, reconstructed, repaired or altered within the corporate limits shall conform to standard specifications described by and on file in the office of the Director of Public Works. The standard specifications shall prescribe the materials which may be used, proportions thereof, methods of mixing and placing materials, thickness of material, width of improvements, slope, line, grade, and any other regulations or requirements found necessary or expedient.
