Wherever the existence of an unlawful and unlicensed street user shall be brought to the attention of the City Manager, he shall order such uses to be discontinued within thirty days unless a franchise for the maintenance and operation of such uses shall be applied for and the deposit of license fees made within such period. The fees payable for the primary license in such case shall be twenty-five percent (25%) in excess of the regular annual license fee payable, plus such additional amount, based on the period of unlicensed uses, as the City Manager and Director of Public Works shall consider reasonable under all the circumstances.
