All notices required by this article may be served in any one or more of the following ways:
(a) By personal service on the permittee or his agent in charge of the privileged premises.
(b) By registered letter addressed to the permittee or his agent at the last known place of address of the permittee or his agent, or addressed to the privileged premises.
(c) By notice published once a week for two weeks in a newspaper of general circulation published in the City.
