Any permittee at any time may discontinue any special privilege by giving at least thirty days' notice in writing to the City Manager and by providing for all necessary street and sidewalk restorations and other adjustments, subject to the supervision and approval of the Director of Public Works. When all necessary steps as to discontinuance or abandonment have been completed, the Director shall report such fact to the City Manager who is thereupon authorized to instruct the City Treasurer to refund to the permittee fifty percent (50%) of the unused portion of the license fee paid; provided, however, that no refund shall be paid for a fraction of a month.
