In case any permittee fails to pay any license fee with accrued penalties for any special privilege within 120 days after the same shall be due and payable, the permit theretofore granted shall automatically become terminated.
The City Manager, upon receiving a report from the City Treasurer of the termination of a permit because of nonpayment of the license fee with accrued penalties, shall notify the permittee, or his accredited local agent, of the termination of such privilege and shall order the permittee to make all necessary arrangements for the discontinuance and abandonment of the privilege in accordance with the provisions of this article. If the permittee fails to make such arrangements for discontinuance and abandonment promptly, the City Manager shall, being hereby authorized, order the Director of Public Works to perform or have performed the necessary work and charge the expense thereof to the permittee. In addition, the permittee shall be charged the proportionate license fees for the period up to the date on which the work of restoration or adjustment is completed. All structures allowed by the Director to remain in a street or sidewalk upon the termination of a special privilege shall become the property of the City.
