Annual license fees shall be payable in advance on or before January 1 each year. When a new user is permitted between January 1 and April 1, the entire annual fee shall be charged.
If the franchise is issued after April 1 and prior to July 1 in any year, the license charges for the remainder of the privilege year shall be three-fourths the regular license fee. If the franchise is issued after July 1 and prior to October 1 in any year, the license shall be one-half the regular license fee. If the franchise is issued after October 1 and prior to December 31 in any year, the license charged for the remainder of the privilege year shall be one-fourth the regular license fee.
Failure to pay the license fees provided to be paid by any franchise granted pursuant to the provisions of this article within thirty days after the date when such license fee is due and payable shall subject the permittee to a penalty charge of ten percent (10%) of the annual license fee for each month's delinquency after the period of thirty days.
