901.14 ANNUAL LICENSE FEES.
   The annual license fees for special privileges for which franchises may be granted pursuant to the provisions of this article shall be as set forth in this section:
   (a)   Vaults: Area charge of fifty cents (50¢) per square foot of property used within the central business zone and fifteen cents (15¢) per square foot of property used outside of the central business zone. Minimum fee: five dollars ($5.00) in central business zone, two dollars ($2.00) elsewhere.
   (b)   Covered street and sidewalk openings ten square feet or less in area: Ten dollars ($10.00) in central business zone, three dollars ($3.00) elsewhere; more than ten square feet in area, fifteen dollars ($15.00) and five dollars ($5.00) respectively. Payment under this subsection shall represent a credit against the charge due from a user of an underground vault under subsection (a).
   (c)   Stairs or steps leading up or down from sidewalk level, excluding covered cellar steps classified under subsection (b): Area charge of fifty cents (50¢) per square foot in central business zone and fifteen cents (15¢) per square foot elsewhere. Minimum fee: ten dollars ($10.00) in central business zone, three dollars ($3.00) elsewhere.
   (d)   Projecting show windows or show cases: Area charge of fifty cents (50¢) per square foot in central business zone, fifteen cents (15¢) per square foot elsewhere. Minimum fee: twenty-five dollars ($25.00) in central business zone, five dollars ($5.00) elsewhere.
   (e)   Driveways upon City streets for gasoline service stations, parking lots, garages, and for any and all other commercial enterprises or occupations engaged in for profit: For the first twelve feet in width of driveway or fractional part thereof, five dollars ($5.00); for each additional foot in width or fractional part thereof in excess of twelve feet of width, one dollar ($1.00). Franchises granted under this subsection shall entitle the applicant to use such driveway for ingress and egress in connection with the business or enterprise of the applicant. The permittee shall be required to so construct a driveway as to clearly define and outline public property not included in the franchise and not used for driveway purposes, and no franchise shall provide for a cut or break in the curb or gutter of any street, sidewalk, alley or other public way of more than sixty feet. This subsection shall not apply to driveways used for ingress and egress to a private residence or to premises used solely for charitable and educational purposes.
   (f)   Loading platforms: Area charge of fifteen cents (15¢) per square foot of space occupied, including stops and ramps. Minimum fee: twenty-five dollars ($25.00) in central business zone, elsewhere seven and one-half cents (7 1/2¢) per square foot of space occupied; minimum fee ten dollars ($10.00).
   (g)   Sidewalk loading space: A franchise for sidewalk space to be regularly used by vehicles for loading and unloading shall provide for the payment of such license fee as may be fixed by Council after consideration of all facts involved. No sidewalk space shall be regularly used by vehicles for loading or unloading without a franchise therefor.
   (h)   Poles used to carry or support wires, etc.: One dollar ($1.00) each.
   (i)   Tunnels, including conduits or pipes more than two feet in diameter: Ten cents (10¢) per cubic foot in the central business zone, five cents (5¢) per cubic foot elsewhere. Minimum fee: in central business zone ten dollars ($10.00) each, elsewhere five dollars ($5.00) each. (Ord. 3087. Passed 3-14-64.)
