The cost of all street and sidewalk restoration, and all other adjustments made necessary by the construction, maintenance, operation, relocation, discontinuance or abandonment of any special privilege shall be paid by the permittee. All such street and sidewalk restoration, and other necessary work of adjustment, shall be performed in accordance with the provisions of existing ordinances, or, in the absence of regulation by ordinance, shall, at the option of the City Manager, be performed by the permittee or by the City at the permittee's expense.
