All applications for franchises under the provisions of this article, shall, before action thereon by Council, be referred to the Director of Public Works for investigation and report. The Director shall determine the amount of annual license fees payable, if the franchise should be granted and report such amount to the City Treasurer who shall require a deposit of a full year's fees. If such deposit is made, the City Manager shall cause an appropriate ordinance to be prepared and shall submit the same to Council with the recommendations of the Director. No ordinance shall be prepared or submitted unless the proper deposit is made. If Council shall grant the franchise requested, the license fee shall be paid and the franchise issued. If Council shall refuse to grant the franchise ,the deposit shall be returned to the applicant.
