(a) Applications for the franchises hereunder shall be made to Council.
(b) Franchises shall not be granted for a term of more than ten years.
(c) The rights given by all franchises granted under the provisions of this article shall extend only to the permittee in whose name such franchise is granted. All franchises, however, shall be subject to transfer and assignment in the discretion of Council upon application by the permittee, assignee or transferee, and when any assignment has been consented to and authorized by Council, the assignee or transferee shall succeed to all of the rights of the original permittee. There shall be no charge for assignment or transfers authorized and permitted pursuant to the provisions of this subsection. (Ord. 1664. Passed 1-3-50.)
