The City Manager shall cause notices to be sent by registered mail to all persons exercising special privileges as defined in this article, who do not have franchises or permits therefor, advising them of the necessity of applying for franchises as a condition of continuing to enjoy such special privileges. The failure of any user to receive such notice shall not excuse noncompliance with the terms of this article or otherwise confer any right on such user.
