Whenever any time or hour of the day is mentioned in any section of the Codified Ordinances, or in any ordinance of the City hereinafter adopted, the time or hour shall be construed to mean eastern standard time, or daylight saving time, as then in use in the City, and the eastern standard time, or daylight saving time, as then in use in the City, is hereby adopted as the official standard time of the City.
