In the event there should be more than one application made to the City Manager requesting permission to conduct public solicitation on the same day, the City Manager shall seek to have all applicants except one voluntarily change the time requested, giving special consideration to national organizations which hold a nationwide appeal on a particular day. If no agreement can be reached among the applicants, and they insist on pressing their applications for an identical day, the City Manager shall give written permission to the organization first filing the application in his office.
