When and if the City Manager is satisfied that the applicant is responsible, that the proposed public solicitation will be properly conducted by bona-fide residents of the City and that all funds raised by such solicitation are to remain and be used in the City, or that the proportion of the funds collected which are to go outside of the City is proper, that the organization receiving them is a nationally recognized organization, and that the use to be made of such funds is a proper use, he shall give written permission to the applicant to make the public solicitation. Such permission shall definitely state the period of time during which the applicant is to be permitted to make or conduct its solicitation. (1961 Code Sec. 531.05)
