No person, group of persons, firm, corporation, club, organization, association or institution, or the agent of such firm, corporation, club, organization, association or institution, shall make or conduct any public solicitation for funds on the streets of the City without first making written application to the City Manager and receiving written permission from the City Manager to make or conduct such public solicitation.
