No person engaged in carrying on the business of pawnbroker within the City shall purchase any article or receive such article as a pledge from any person between the hours of 8:00 p.m. and 6:00 a.m. from April 1 to November 1 of any year nor between the hours of 7:00 p.m. and 7:00 a.m., from November 1 to April 1 of any year, except that on Saturday evenings such persons shall have the right to purchase any article or receive such article in pledge until 11:00 p.m.
