Any person who shall, for profit, keep, operate, maintain or carry on the business, either in person or by agent or employee, of parking automobiles or vehicles upon an open lot shall be deemed an "operator of a parking lot" under this article. The license fee shall only be applicable to those persons who carry on the business of a parking lot for profit at locations within the City regularly established for the purpose, and shall not be construed to include persons who at disconnected intervals, provide parking space for automobiles and other vehicles, unless such disconnected intervals consume more than twenty-five percent (25%) of the days of the license year.
