No license issued under Section 741.02 shall be transferred to another person, nor shall the location of the premises to which the license relates be changed, until the following requirements are met:
(a) Advance notice of the intention to transfer or change the location shall have been made in writing to the City Licensing Officer; and
(b) The written consent of the State Tax Commissioner to the proposed transfer or change of location shall have been exhibited to the Licensing Officer.
