Every junk dealer shall keep in his place of business a book in which shall be legibly written in the English language and numbered consecutively at the time of purchasing property in the course of his business, an accurate account of such transaction setting forth a description of the goods, articles or things purchased or received, the time of receiving same, the name, sex, color and residence of the persons selling or delivering the same, and all other facts and circumstances respecting such purchase. This section shall not apply to the purchase of rags, bones, old iron and paper by junk dealers.
