An annual license is required in order to maintain a floor for dancing, whether dancing is permitted as an incidental attraction to some other established activity, or where no other business or activity is conducted in connection therewith, or where a dance floor is regularly or frequently open to the public upon payment of an admissions fee, or the equivalent thereof.
