Any order of the City Treasurer as the Chief Licensing Officer shall be served upon the licensee or his designated representative by registered mail. Within ten days of the receipt of such order any party adversely affected thereby may, in writing, request a hearing before the City Treasurer. The effect of any order shall be suspended during the course of any hearing or subsequent appeals. Judicial review of any decision of the City Treasurer may be achieved by certiorari in the County Circuit Court.
