Any license or permit issued by the City may be revoked, suspended or altered for causes, by Council, the City Manager or the Licensing Officer, and upon such revocation, suspension or alteration the City shall not be required to make any refund whatever. Licenses and permits revoked, suspended or altered by the City Manager or Licensing Officer shall be reviewable by Council if the persons affected thereby apply to the City Clerk in writing for a hearing within thirty days after notice given of the act complained of. The action of Council shall be final. The term "cause" shall include the doing or omitting of any act, or permitting any condition to exist, in connection with any activity or privilege for which a license or permit is granted, or any facilities used in connection therewith, which act, omission or condition is:
(a) Contrary to the health, morals, safety or welfare of the public;
(b) Unlawful, irregular or fraudulent in nature;
(c) Unauthorized or beyond the scope of the license or permit granted; or
(d) Contrary to any provision of this Business Regulation and Taxation Code or other ordinances of the City, or of any lawful and duly promulgated rule or regulation of any City officer applicable to the subject matter for which the license or permit has been granted.
