No person knowingly shall make a false statement to any officer of the City for the purpose of obtaining a license or permit under this Business Regulation and Taxation Code, or for the purpose of assisting another to obtain a license or permit under this Code or procure or attempt to procure, or assist or attempt to assist another in procuring a license or permit under this Code by means of deceit, wilful misrepresentation or wilful concealment of a material fact. If any license or permit has been issued under such conditions, it shall become null and void and no refund shall be made.
