Council hereby declares it to be the policy and intent of this City to discourage and prohibit the use of tobacco products by minors. As basis for this policy, Council hereby finds and accepts the reported medical evidence that smoking tobacco may cause lung cancer personal tragedy and eradicate the severe economic loss associated with tobacco usage and to provide the City with a citizenry free from the use of tobacco.
