No person shall throw or place, or cause to be thrown or placed, upon any street, alley, lane, sidewalk or other public place or thoroughfare in the City any tacks, nails, scrap metal, bottle glass, crockery, wire or other substance injurious to the feet of persons or animals, or the tires of vehicles.
