No person, except employees of the Fire Department in the discharge of their duties, duly authorized representatives of the Water Department and such other persons as may be specially authorized to do so, shall open any fire plug or water pipe or water valve on a main water pipe belonging to the City, or in any way meddle with any fire plug, water pipe or water valve.
