In recognition of the need for encouraging the sound development of the city and the jurisdictional area by effectuating the comprehensive plan, it is the policy of the city that in the consideration of proposed amendments to this title that:
A. Only those amendments that are in general harmony with the comprehensive plan will be adopted.
B. Amendments will be adopted to recognize changes in the comprehensive plan, to correct a manifest error, or to recognize changed or changing conditions in a particular area or in the jurisdictional area generally. (Ord., 3-8-1971)
