When any alterations or changes are made in the wiring of any building or any new wires are installed, it shall be the responsibility of the person, partnership or corporation doing or having such work done to first obtain a permit from the electrical inspector and to notify the inspector in writing immediately after the completion of the work. The inspector then shall inspect the work as herein provided. (1983 Code § 5-411)
