9-2-5: EXCAVATION PERMIT REQUIREMENTS; FEE:
   A.   Permit Required; Compliance Required:
      1.   No person, firm or corporation shall dig or excavate or cause to be dug or excavated within, through or under any street, alley or sidewalk, or public place in the city for any purpose under this code without obtaining a permit from the plumbing inspector.
      2.   All permits issued hereafter to dig or excavate in any street, avenue, alley or sidewalk, for the purpose of laying down or repairing any sewer service pipe or any connection with any public or district sewer or drain, shall authorize such work to be done only under the direction and control of such person or persons as shall have complied with this section.
   B.   Inspection Fee: An inspection fee of fifty dollars ($50.00) shall be paid by the party seeking such permit prior to commencement of the work authorized in the permit.
   C.   Performance Of Work; Responsibility:
      1.   All street cuts, paved alley cuts, pavement removal and replacement will be the responsibility of the person, firm or corporation obtaining the permit.
      2.   In addition, any damaged sidewalk or curb must be replaced.
      3.   All work must be done according to the requirements and specifications set out in this section.
   D.   Backfilling: All unpaved alleys shall be backfilled and compacted to a depth of one foot (1') of sand or sifted dirt above the top of the pipe and graded level with existing street or alley.
   E.   Time Limit For Completion: All work must be completed within twenty four (24) hours of excavating unless special permission is granted by the plumbing inspector to extend such time under extraordinary circumstances.
   F.   Repair And Replacement Of Paving Cuts:
      1.   The repair and replacement of paving cuts required for utilities or other ditch construction shall be accomplished as follows:
         a.   Upon completion of the excavation or slab removal required by the new construction, the subgrade under the edge of the existing slab shall be undercut for a distance and depth as shown on "street cut detail".
         b.   Where reinforcement is required, it shall be placed as shown on the "street cut detail".
         c.   The cut shall be filled with concrete to the depth indicated on the "street cut detail".
         d.   The edges of the new slab shall be vibrated sufficiently to ensure flow of concrete into that undercut area.

Notes:
            (1)   Existing paving shall be saw cut;
            (2)   Sand shall be compacted in six inch (6") layers;
            (3)   No reinforcement shall be required for minor street cuts;
            (4)   Concrete shall be class A, three thousand (3,000) pounds; and
            (5)   Streets shall be bored unless the engineering department grants permission for a street to be cut.
      2.   The repair and replacement of cuts on brick streets and alleys required for utilities or other ditch construction shall be accomplished as follows:
Upon completion of the excavation or removal of paving brick required by the new construction, such excavation shall be filled with concrete and compacted sand in accordance with the brick street and alley detail shown below.
