8-4-10: UNLAWFUL REMOVAL OF GARBAGE:
It is unlawful for any person without a permit or license to remove or cause to be removed any garbage, refuse or rubbish of any kind from any garbage can or other container used for the deposit of same. (1983 Code § 17-411)
