All owners or occupants of all premises in the city limits that are connected with the city water or sanitary sewer system shall be required to obtain garbage service from the city and pay the monthly charges as hereinafter prescribed. All other areas may be required to obtain city garbage service upon procedures established by resolution of the city council based on location, cost of furnishing such areas service, and density of population.
