7-1-6: BUILDING OR WASTE MATERIALS ON STREETS AND SIDEWALKS:
   A.   Piling Or Storing:
      1.   No person, firm or corporation shall use or occupy more than one-third (1/3) of the roadway nor more than one-half (1/2) of the sidewalk space or alley for the piling or storing of building or construction material of any kind or character, or for the piling of earth excavated. Such use or occupancy shall be continued to the roadway, sidewalk space or alley immediately abutting upon the property, where the building or improvements is to be erected or constructed. (1983 Code § 14-214)
      2.   No person, firm or corporation shall deposit, or cause to be deposited upon any portion of any paved street, sidewalk, alley or other public ground, any kind of building material, earth or any other substance without first covering such pavement with a good and substantial plank floor. The planking shall be laid with closed joints and shall project for not less than one foot (1') beyond the edges of the piles or stacks of such material on all sides except next to the curb. Ample provision for free and uninterrupted flow of water in the gutter shall be made. (1983 Code § 14-217)
   B.   Wasting Or Spilling:
      1.   The wasting, spilling or distributing of construction material, refuse, paper, dirt, manure, shavings, cinders, ashes or any other substance on or along any of the streets, alleys, sidewalks, or other public grounds is absolutely prohibited. The driver or operator of any wagon, cart or other conveyance from which these prohibited substances has been, or is being, wasted or spilled shall be guilty of an offense and subject to arrest and the penalties of this chapter.       2.   All such materials or dirt wasted shall be immediately removed by either such driver or the person, firm or corporation by whom he is employed. The failure immediately to remove all of the material or earth so wasted shall render both the driver and the person, firm or corporation by whom he is employed subject to arrest and to the penalties prescribed in this chapter. Each day that such material or dirt so wasted remains on such pavements shall constitute a separate and distinct offense. (1983 Code § 14-216)
