7-1-2: CROWDS OBSTRUCTING PUBLIC WAYS, BUILDINGS:
It is unlawful for any person or collection of persons to walk or stand in or upon any street, sidewalk or street crossing so as to prevent, interrupt or obstruct the travel or free passage over the same, or to stand or loiter on the sidewalk in front of or at the side of any business or house of any kind in the city, to the detriment or annoyance of the occupants of such building or other persons, or for any reason to fail, refuse or neglect to disperse or move on when directed to do so by any police officer.
