4-1-13: WATER SUPPLY AND DISTRIBUTION AND SANITARY DRAINAGE:
   A.   Water Required; General: Every structure with plumbing fixtures and utilized for human occupancy or habitation shall be provided with a potable supply of water in the amounts required by law or may be hereinafter set out.
   B.   Potable Water Required: Only potable water shall be supplied to plumbing fixtures that provide water for drinking, bathing, or culinary purposes. Unless otherwise provided in this code, potable water shall be supplied to all plumbing fixtures.
   C.   Separate Sewer Connection: Every building having plumbing fixtures installed and intended for human habitation, occupancy or use on premises abutting on a street, alley or easement in which there is a public sewer shall have a separate connection with the sewer.
   D.   Sewage Treatment: Sewage or other waste from a plumbing system that is deleterious to surface or subsurface waters shall not be discharged into the ground or into any waterway unless it has first been rendered innocuous through subjection to an approved form of treatment.
   E.   Damage To Drainage System Or Public Sewer: Wastes detrimental to the public sewer system or to the functioning of the sewer treatment plant shall be treated and disposed of in accordance with current state and federal law and as further directed by the code official.
   F.   Summary Abatement Of Nuisances: The provisions to enforce the provisions set forth above shall be in the same form and manner as contained in section 4-1-7 et seq., of this chapter. The various procedures for abating nuisances prescribed by this chapter and by other provisions of law and ordinance shall be cumulative onto any other penalties or procedures authorized.
